WHEN ARE FALL COLORS THE BRIGHTEST IN KANSAS CITY?

This actually varies from year to year depending on the weather. However, in general, Mid-October is the optimal time to see those bright, vibrant fall colors in Kansas City! They start changing in late September and hit their prime in mid-October lasting until somewhere around the first part of November.
